FERC’s rejection of DOE’s pro-coal and nuclear proposal shows evidence can still trump politics

And things are not looking so hot for FirstEnergy’s nuclear bailout either.  Monday January 8, 2018 - Edition #45

Christmas is over, but the weather outside is still frightful.

And things are not looking so hot for FirstEnergy’s nuclear bailout either. When we last left the utility giant, it was still intent on passing legislation to prop up its uneconomic nuclear reactors, despite little interest from state legislators and the governor.

The utility’s bailout recently suffered another blow. The new federal tax law – passed in December – will give utilities like FirstEnergy a huge bonanza, so the requested subsidies are even more unnecessary. Consider tax reform the final nail in the nuclear bailout’s coffin.

--> Declining demand Ohio is part of PJM Interconnection, the regional grid operator responsible for guaranteeing electric reliability.

PJM recently released its 2018 forecast of anticipated electricity demand, which predicts that demand throughout the region will continue to decline over the coming years. Less demand = less need for power = even less reason to force customers to keep FirstEnergy’s old, expensive plants running.

Consider the PJM forecast the elephant sitting on top of the final nail in the coffin. The nation’s surprising carbon-reducing powerhouse For the past decade or so, expensive coal in Ohio has been going the way of the dodo.

That transition is illustrated in recent data from the U.S. Energy Information Administration, which shows – somewhat surprisingly – that Ohio’s power sector slashed its carbon emissions by 50 million metric tons (MMT) during 2005 – 2015. In absolute terms, that massive cut is way more than any other state. Consider that: Ohio is #1 in electricity-related greenhouse-gas cuts.

Not only does this help keep costs down for electricity customers, it means cleaner, healthier air for all. But bailing out dirty coal could reverse this promising trend. Misguided support The Akron Beacon Journal’s recent editorial may be the first time Ohio longed to be more like New Jersey, which was rushing headlong to increase electricity rates so a profitable utility monopoly could get more subsidies.

The paper rightfully suggests Akron-based FirstEnergy should take responsibility for its own bad business decisions, the electricity grid is plenty reliable without the utility’s old power plants, and that critics (like us) say the company is seeking a bailout.

The editorial board also recognizes the urgency of climate change and the importance of low-carbon energy to help us avoid the worst effects. Yet, that does not mean FirstEnergy’s nuclear proposal is the answer.

While we certainly support cutting carbon pollution, subsidies for uneconomic reactors will only divert investments from the array of innovative green technologies already available. The Garden State didn't let the bailout go through - why would the leading GHG-reducer? What’s in it for us? The term “grid modernization” is being thrown around a lot these days, and for good reason. There are scores of new technologies and approaches that can help our century-old electric grid be more modern and efficient.

Many of these new technologies unlock benefits for customers. For example, right-sizing grid voltage, or voltage optimization, saves money and cuts pollution. Then you’ve got advanced metering infrastructure (AMI) and access to data, which can help people better understand their electricity use and ways to save.

Yet when FirstEnergy recently sought to recover $450 million (a cost that will be borne by customers) under the label “grid modernization,” the aforementioned beneficial improvements were nowhere to be found.

Once again, the utility’s looking out for #1.
