Technical Analyst, Legal & Regulatory

Overall Function
The U.S. Legal & Regulatory team is searching for a technical analyst to support its work to restore and expand vital climate and clean air and climate protections. The team advances federal and state climate and air protections through rigorous technical and policy analysis, public education and outreach, litigation, and policy advocacy.
The Analyst, U.S. Legal & Regulatory, through moderately complex research and analysis, will assist with the development and implementation of strategy for the team’s advocacy with a focus on federal power sector advocacy under the Clean Air Act. The Analyst will work on multidisciplinary projects involving technical research and analysis on a variety of topics related to clean air, public health, climate, justice, and energy issues, which will be used to support our litigation efforts on climate and clean air standards and for public education, advocacy with decision-makers, and political outreach. In addition, the Analyst will work with other members of the team to identify, implement, and develop other innovative strategies and approaches. This position will provide support with engaging outside experts, decision makers, and stakeholders, both to ensure that our analysis is robust and well-informed and to enable broad dissemination of our findings for use in achieving our climate and air policy goals.
The Analyst reports to the Manager, Transportation and Clean Air Policy.
Key Responsibilities
- Assist with the development and support policy advocacy positions to advance and strengthen federal standards to reduce conventional, toxic, and climate pollution from power plants and industrial sources using technical, economic, and scientific data and information.
- Review and analyze data, including emissions data, and model results, scientific research studies, and economic analyses to support legal and policy advocacy and work of the U.S. legal and regulatory team, EDF executive team, and other programs throughout the organization.
- Keep abreast of the latest developments in and sources for relevant climate, energy, and emission data and information.
- Prepare correspondence and reports, respond to requests for information, and help to coordinate activities among team members and from a variety of stakeholders.
- Participate in advancing EDF Diversity, Equity & Inclusion goals in which people from all backgrounds and experiences feel connected, included, and empowered to address the environmental and organizational challenges in alignment with EDF values.
- Help with drafting a variety of written materials, including white papers, summarizing research for a broader audience and public communications, including technical regulatory comments, Congressional testimony, presentations, Op-Ed pieces, fact sheets, and blog posts.
- Support the development of methods and formats for communicating quantitative and qualitative data in compelling and easily understood ways, including visually.
- Collaborate with Communications staff to maintain up-to-date information on websites.
- Develop and implement environmental justice initiatives, particularly those related to addressing the disparate impacts of climate change and air pollution.
- Represent EDF professionally in external and coalition spaces, working with external partners to develop and evaluate technical analyses and communicating key findings and developments to team members as needed.

Qualifications
- 3+ years of relevant experience and an Associate’s degree required. A Bachelor’s degree or equivalent may substitute for up to 2 years of relevant experience.
- Strong quantitative skills and experience in performing more complex analyses.
- Demonstrated self-awareness, cultural competency and inclusivity, and ability to work with colleagues and stakeholders across diverse cultures and backgrounds.
- Excellent written and oral communication skills with the ability to communicate effectively with both scientific and general audiences on science issues.
- Excellent project management and organizational skills with strong attention to detail.
- Ability to work well both independently and as a member of a team in a fast-paced, dynamic environment.
- Proactive with strong planning and problem-solving skills.
- Ability to prioritize tasks to meet deadlines with rapidly changing business priorities.
- Proficiency in Microsoft Outlook, Word, Excel, and PowerPoint.
- Ability and willingness to travel on occasion (frequency dependent on location).
- Experience with data visualization or mapping software preferred.
- Experience using large datasets particularly ones focused on energy or environmental topics preferred.
